Only Chile surpasses Costa Rica in the most recent democratic development index in Latin America, which the German Konrad Adenahuer Foundation publishes every year.

Not withstanding its positive position, the grade for the country dropped as compared to last year. Chile achieved a 10.435 average, while Costa Rica got 8.510, as compared to 8.633 in 2004.

Uruguay is third, followed by Panama and Mexico, while Venezuela and Guatemala are next to last and last, respectively. The democratic development index is based on data on the basic conditions for democracy, observance of political rights and civil liberties, political efficiency, and the effective use of power in the government.
