Strategy Century XXI implies an enormous change in the educational profile of Costa Rica since it demands important changes in primary, secondary and higher education.

Among other goals, it emphasizes improving the quality of primary and secondary education especially in the fields of mathematics and science.

This means developing research capabilities at a young age.

One of the coordinators said that scientific vocations, research and creativity should be encouraged at a young age.

This would go hand in hand with better teacher training along with an increase in quality and quantity of teachers along with scientists in exact sciences also trained to teach others.

The analysis also emphasizes that it is urgent to establish English-language and computer courses at every level.

Dropping out of high school, needs to be discouraged and the entrepreneurial spirit needs to be encouraged. Not only should students be encouraged to start scientific businesses, but also be helped to do so.

Scholarships need to be offered at university level for research, post-graduate courses in science need to be strengthened and interdisciplinary studies need to be rewarded.

The ideal would be to triple science professionals, engineers and technical personnel in order to have them number one third of the labor force in the country.

One major feature of the study dealt with the “brain drain”: that is the permanent departure of competent professionals.

To avoid that and to encourage these people to return, the study proposes academic, economic and technical incentives, as well as offering these professionals favorable conditions in the productive sector. It would be a program dedicated to repatriating scientists and technologists.
