If preferred, you can visit or live along the northern Pacific coast. There, small towns like Playas del Coco, Tamarindo, and Flamingo exist. As expected, this region of Costa Rica is all about the beach lifestyle. Among the favorite activities are surfing, sport fishing, and boating. While onshore, you could enjoy playing 18 holes of golf, going out for a nice meal, listening to live music every night, or even taking up yoga. While some of the beaches are hot tourist spots, others are isolated.

Costa Rica has a rainy season that runs from May to October. Although it typically rains every afternoon, it does not last long. However, rain in the northern Pacific coast region is less of a problem. In fact, this is the driest part of the country and the one with the most number of sunny days. For that reason, people spend a significant amount of time enjoying the outdoors.

To get around, you can either walk or ride a bike. To accommodate people on bikes, narrow but paved paths run parallel to the beach. There, you can also find several open-air restaurants and cafes. Housing along the northern Pacific coast is still affordable but priced slightly higher than in the mountain Central Valley region. It is hard to believe that for such little money, you have the chance to enjoy magnificent views, a relaxing lifestyle, incredible activities, and hospitable people every day of the year if you moved to Costa Rica.

For the cost of living, an average retired couple could easily live on $2,000 to $2,500 a month. As a bonus, the quality of medical care in Costa Rica is exemplary and far cheaper than what you would pay in the United States.

When in this country, you will often hear the phrase “pura vida.” This phrase translates to “life is good,” which is the attitude adopted by both locals and expats. Everyone there has a down-to-earth outlook on life, and because of that, meeting locals, which are called Ticos, and becoming friends is easy.

Even though Costa Rica is a small yet gorgeous tropical paradise, it is still a modern country. The Success of New Fishing Laws in Costa Rica

Because of new restrictions on fishing imposed on foreigners going to Costa Rica, there have been fewer billfish and dolphins caught. Also, the number of yellowfin tuna has increased. As stated by Todd Staley, associated with a Costa Rican not-for-profit sport-fishing federation called FECOP and the Director of Fishing for the Crocodile Bay Resort, the new fishing law is making a huge difference in protecting the country’s offshore resources.

Staley also said that since the new fishing law went into effect in 2014, the number of schools for spinner dolphin and yellowfin tuna spotted by fishing boats has increased. One of the most dramatic changes is the decline of the country’s bycatch of billfish, dropping from 33,069 US tons caught annually to just slightly more than 5.5 US tons.

As part of the new fishing law signed by Luis Guillermo, the President of Costa Rica, tuna purse seine operations cannot get any closer than 45 miles from the coast. What that means is that operations cannot net tuna in over 200,000 square miles of the country’s territorial waters. Before passing the new law, Moises Mug, Director of Science with FECOP, explained that every year, 44 foreign boats were catching 27,558 US tons of tuna. However, of that amount, only 36 percent ended up at local ports, with the rest going to other countries.

So far in 2017, just seven to nine licenses were sold to foreign fleets. The quota of netted tuna for these fishermen is between 8.1 and 9.9 US tons, with 100 percent of the product going to canneries in Costa Rica. As time passes, the new fishing law will continue to lighten the bycatch impact on marine mammals, sharks, wahoo, dorado, and billfish caused by tuna purse seiners.

For both spotted and spinner dolphins, this news is fantastic considering that in the eastern tropical Pacific, these dolphins species have close interactions with yellowfin tuna. The problem is that while netting tuna, dolphins often become entangled. Although they are eventually released, many sustain injuries.

While the new Costa Rica fishing law has already made a significant difference, there is additional pending legislation that would make the restriction permanent. Currently, FECOP is working with two agencies from the Costa Rican government and investing over $100,000 in an institution whereby fishermen would go through technical training. In exchange for completing the training, they would receive certification.

Staley explained that as part of this training, fishermen would learn how to use green sticks, which is a method for netting tuna without any bycatch. They would also receive training as to the correct way of handling the product, thereby ensuring ensure they get the best market value possible.

Top Fishermen Gathered for Costa Rica’s Championship

Just last month, Quepos, Costa Rica, hosted the largest and most recognized sports-fishing tournament in the world. This was the fifth consecutive year for the prestigious event known as the Offshore World Championship. Held close to the Manuel Antonio National Park, this year’s championship included 55 of the best sport fishing teams from all over the world.

Event organizers suggested six members for each team, although two was the minimum and there was no limit. However, at least one person on each team was required to be a qualifier in a world championship match.

For this event, over 300 people gathered at the Pez Vela Marina for the chance to see which team of sports fishers earned the highest number of points for the most releases of tunas, dorados, billfishes, and other species. Over the course of four days, starting at 6 a.m. and ending at 3 p.m., the teams gave it everything they had.

Jeff Duchesneau, the manager of the Pez Vela Marina, reminded people that what makes this particular championship different from others is that the team members are truly the best there are. Because of that, organizing the event goes throughout the year. He said that the goal is to let everyone know that Costa Rica is unbeatable in sustainable sports fishing.

As part of the event, the public was welcomed to visit the marina, where they had the opportunity to see the weighing of the fish, which led to the naming of the top three teams.

Officials stated that this type of activity is not just great for Costa Rica tourism but the entire country. It encourages productive chain development, reinforces the image of the country from a sustainable standpoint, and promotes communities close to Quepos.

Although the 2017 sports fishing championship is over, anyone interested can visit the organizer’s website to watch video captured by the teams that competed.

The Chance to Opt Out of the New Car and Property Tax in Costa Rica

The newly approved tax on legal entities has many Costa Ricans feeling disgruntled. This tax, which is known as the Corporate Tax Law, will take effect shortly. In basic terms, this law means that if a resident of Costa Rica owns a home, car, or some other type of personal property in an inactive company, that person must pay an annual tax on that company, even though companies with inactive status pay the lowest rate.

Since so many locals have disapproved of this new tax, the Costa Rican government is giving them one chance to transfer personal property without paying a penalty or any tax during the first year after the law becomes active. Unfortunately, these two factors are the only things that people know when it comes to this new law.

In a detailed report, officials explained that for exemption status, companies must be inactive for a minimum of 24 months before the enactment of this law. That means that if a holding company qualifies, the owner can use this one-year window to transfer property into his or her name or into a different company that has no tax payment or transfer cost.

In addition, companies with outstanding payments due from the time when the tax formerly went into effect (2012 and 2015) can pay without facing penalties or internet charges. On the other hand, if a company lapsed in payment three years in a row, it will be dissolved. If that happens, the company is required to go through a special process for recovering titles and holdings.

For Costa Ricans with pending payments associated with the prior law, they are encouraged to talk with an accountant or attorney in determining the best course of action. The official report stated that the approved methods to pay the tax will be announced publicly, as soon as the new law goes into effect.
